The Procurement Act 2023: Delayed until February 2025

The Cabinet Office released a statement on 12th September 2024 to announce a delay in the implementation date of the Procurement Act 2023. Set to go live on 28th October, the Procurement Act 2023 is now proposed to come into force on 24th February 2025.

 

In the statement, the Parliamentary Secretary for the Cabinet Office, Georgia Gould, states the original National Procurement Policy Statement “does not meet the challenge of applying the full potential of public procurement to deliver value for money, economic growth, and social value.” =

The Labour Government have therefore delayed the implementation date to work on a new National Procurement Policy Statement that supports their strategic priorities, though this needs to be agreed and confirmed.

 

So, what do we know so far?

  • The new statement will still hold the core principles of the initial plan, with an emphasis on value for money, social value and opening up opportunities for small businesses and social enterprises.
  • A new implementation date of 24th February 2025 has been proposed, though confirmation will follow.

 

We think the delay will be welcomed news across the public procurement landscape, given recent speculation in the industry. The extra time allows the industry to get prepared, and ensure necessary processes are in place for when the Act comes into play.
