Procure Partnerships Framework supports over 150 public sector organisations every year to deliver project success through proactive, robust procurement. Structured across nine regions in England, it combines local delivery with national governance for construction, infrastructure, demolition and decarbonisation projects, offering end-to-end procurement, commercial and performance management support for public sector clients up and down the country.

What are the start and end dates for this framework?
18th November 2023 – 17th November 2027 – 2023 National Contractor Framework

Is the framework compliant with the Procurement Act 2023?
Yes. The framework was let under Public Contracts Regulations 2015. In accordance with the Procurement Act 2023, any frameworks let under Public Contracts Regulations 2015 remain fully compliant to use for the duration of their term.
How flexible is the framework in its use of forms of contract & available amendments?
Framework users have the ability to choose from up to eight forms of contract, including JCT and NEC delivery models as well as Pre-Construction Services Agreements and various options for standard and design-and-build routes. Terms and conditions are fully flexible and can be tailored to the needs, and risks of each projec. Negotiated schedules include insurance provisions, ground conditions, risk apportionment, completion definitions and other schedule of amendment topics. The team is available to support framework users in the creation and negotiation of project-specific amendments, allowing for flexibility on a project-by-project basis. The benefit of this approach enables framework users to retain full control over contract form, content and protections, offering a level of commercial and legal flexibility comparable to a bespoke open procurement, whilst benefiting from the speed and assurance of a compliant framework route.
How do I initiate a soft-market test through the framework?
To initiate a project through the framework, please contact info@procurepartnrships.co.uk.
Upon completing a Project Initiation Form, the standard period for an Expression of Interest is 3-working days.
Can I compliantly procure one contractor to deliver a package of works?
Yes. Public sector clients can procure a single main contractor to deliver an integrated package of works, including enabling, demolition, civils/infra, and main construction works within one appointment.
The contractor will manage specialist subcontractors within their supply chain under a single contract, giving you:
- A single point of accountability
- Better programme control
- Reduced procurement administration
- Improved coordination of interfaces

Do you have a performance management process in place?
Procure Partnerships Framework has a robust performance management process in place. All suppliers on the framework are monitored throughout the lifecycle of the framework and on each individual project. This is built into the Framework Agreement and enables the framework to ensure projects are prioritised and well-resourced.
