Robust Expression of Interest (EOI) Process

We tailor the EOI process to suit the needs of your project, whether that involves a rapid response within three days or coordinating market engagement sessions for more complex schemes.

Building a Winning Tender Pack

We develop clear, robust and project-specific tender documents, including structured pricing guidance and contract type advice.
You have complete flexibility to use your own documentation or draw on our established templates. We can also sense-check documents before they go to market, ensuring nothing critical is missed.

Flexible Call Off Methods

The Procure Partnerships Framework has been structured to provide users with four flexible call-off methods.

Single Stage

Contractors submit fully priced tenders based on a completed design. This method is suitable for projects with mature designs, clear budgets, and defined timelines.
Typical timescales: Project Initiation Form (3 days) → Shortlist (1.5 weeks) → Tender (4–8 weeks depending on project value) → Award

A contractor is appointed early for collaboration during design, allowing costs and scope to be finalised as the project develops. This method is suitable for complex projects where early contractor input helps manage risk, programme and cost.
Typical timescales: Project Initiation Form (3 days) → Tender (4–6 weeks) → Award

Similar to a traditional two-stage process, but with an accelerated timeline for projects that need early contractor input and faster progression to award.
Typical timescales: Project Initiation Form (3 days) → Tender (2 weeks) → Award

A contract is awarded without a formal competitive tendering process, based on contractor expertise, track record, or existing relationships. This method is suitable for projects with tight deadlines.
Typical timescales: Project Initiation Form & Business Case (1 day) → Review & Compliance (1 day) → Award

This is one of the fastest compliant routes to market available in the public sector.

Financial Due-Dilligence

As part of our financial due diligence checks, we actively monitor supplier payment practices.

Using fair payment as a KPI, we track that suppliers are paying invoices within 30 days, helping to identify potential solvency issues or payment delays early.

The Procurement Policy Note 018 (PPN 018) requires suppliers to pay 95% of invoices within 60 days (90% with an action plan), our approach safeguards programme continuity and ensures invoices are paid within 30 days, a month ahead of the national policy expectations.

Regular Auditing

At Procure Partnerships Framework, performance management is embedded at both project and framework level, with pre-established KPIs spanning Cost, Time, Health & Safety, Sustainability, Fair Payment, and Client Satisfaction. Contractors report monthly via a secure cloud-based platform, providing real-time data across all live projects. This continuous monitoring allows us to identify emerging risks early, intervene proactively, and ensure that corrective action is applied consistently across the portfolio.

Social Value is Contractual

We mandate a minimum of 12% social value add on every project, with our contractor partners achieving an average of 62% social value add. Contractors are permitted to report on social value monthly, with all evidence being verified by a Social Value Advisor. Quarterly audits are also undertaken to push social value performance and celebrate successes. Find out more about our social value offering.

Strict Performance Standards

The framework enforces rigorous performance standards, with all KPIs benchmarked against an 80% threshold. Metrics like cost variance, programme adherence, and accident-free weeks provide quantitative insight, while client satisfaction surveys capture qualitative feedback. In addition, we mandate that pre-construction remains transparent and open book, ensuring contractors provide a minimum of 3 quotes on all packages.

Accountability

Social value is not an afterthought, but a contractual requirement across every framework project. We mandate a minimum of 12% social value add (SVA) on all projects, though our contractor partners consistently exceed this, delivering an average of 62% SVA, equating to £144.7 million in the last year alone.
