Yes. We support both clients and contractors at tender stage, with expertise in designing tender packs – helping set clear, achievable social value priorities, ensuring commitments reflect local needs, procurement objectives and MAT evaluation criteria. While contractors remain responsible for authoring and delivering their bid responses, our advisory support helps ensure proposals are realistic, measurable and aligned with framework expectations. 

Social value delivery is monitored throughout the project lifecycle. Contractors record activity and submit supporting evidence for verification, ensuring outcomes can be quantified and audited. Data is captured through Compliance Chain, which incorporates the UK’s only fully embedded, accredited framework of proxy values, assured by the Institute of Social Value and Social Value International.

A proxy measure assigns a financial value to a non-financial social value outcome. It enables organisations to quantify activities such as job creation, skills development, wellbeing or environmental improvements in monetary terms, allowing impact to be compared, aggregated and reported consistently.

No, social value does not have a direct cost to your project. While managing it internally can have costs associated in terms of resource and tools (which we counter-act), contractors foot the cost of delivering social value initiatives. Each initiative then has a ‘proxy value’, which measures the value added back into your community. For example, if your project generates £2m in social value add, this is not a cost in relation to your project budget but instead an added investment into your local area.

We conduct monthly reports and quarterly social value audits throughout project delivery, ensuring clear visibility of progress against contractual commitments. This regular reporting allows clients to track performance, address barriers early, and maintain confidence that social value activity is being delivered as agreed at tender stage. 

Yes. We are a PCR15/PA23 compliant framework and our approach aligns with the requirements of the Social Value Act 2012 and relevant Procurement Policy Notes, including PPN 02, which place greater emphasis on evaluating social value within public sector tenders. 

Our proxy values are provided through Compliance Chain and are aligned with HM Treasury Green Book cost-benefit analysis guidance and Cabinet Office Social Return on Investment (SROI) methodology. The platform incorporates the UK’s only fully embedded, accredited framework of proxy values, assured by the Institute of Social Value and Social Value International. Standard Reporting Metrics (SRMs) from the Government’s Social Value Model (PPN 002) are also available within the system to support consistent and compliant reporting.

Financial Due-Dilligence

As part of our financial due diligence checks, we actively monitor supplier payment practices.

Using fair payment as a KPI, we track that suppliers are paying invoices within 30 days, helping to identify potential solvency issues or payment delays early.

 

The Procurement Policy Note 018 (PPN 018) requires suppliers to pay 95% of invoices within 60 days (90% with an action plan), our approach safeguards programme continuity and ensures invoices are paid within 30 days, a month ahead of the national policy expectations.

At Procure Partnerships Framework, performance management is embedded at both project and framework level, with pre-established KPIs spanning Cost, Time, Health & Safety, Sustainability, Fair Payment, and Client Satisfaction. Contractors report monthly via a secure cloud-based platform, providing real-time data across all live projects. This continuous monitoring allows us to identify emerging risks early, intervene proactively, and ensure that corrective action is applied consistently across the portfolio.

Strict Performance Standards

The framework enforces rigorous performance standards, with all KPIs benchmarked against an 80% threshold. Metrics like cost variance, programme adherence, and accident-free weeks provide quantitative insight, while client satisfaction surveys capture qualitative feedback. In addition, we mandate that pre-construction remains transparent and open book, ensuring contractors provide a minimum of 3 quotes on all packages.

Real-Time Dashboards
