Social Value
With the Procurement Act 2023 strengthening the role of social value, we ensure every project delivers meaningful, auditable outcomes that align with national governance and local needs.
Delivering more for your communities
We mandate a minimum of 12% social value add on every project, with our contractor partners achieving an average of 56% SVA. By providing the right tools and expertise, we ensure social value is embedded in every procurement, helping you build better futures for your people, spaces and places.

Social Value Programme
Providing you with structured support, to help you achieve meaningful, compliant and measurable social impact.

Set & Lock
We work with you to define social value priorities in your area and translate them into clear, achievable and contractually-locked commitments. This ensures tender requirements are aligned to your organisations objectives, community needs and MAT evaluation criteria from the outset.
Manage Delivery
We oversee social value delivery throughout the project lifecycle, ensuring commitments made at tender stage are actively progressed, monitored and upheld by the contractor.
Transparent Reporting
We ensure complete transparency and accountability through monthly reporting and evidence verification via Compliance Chain. Every social value activity is logged, and all supporting evidence is vetted, so you can be confident that your social value plan is being fully committed to as promised at bid stage.
Tailored Support
Your dedicated Social Value Advisor will provide ongoing support throughout the entire project lifecycle. With live updates via the Compliance Chain portal, you’ll stay informed every step of the way, ensuring your plan stays on track and delivers meaningful results. Our real-time dashboard allows you to view progress at a glance, and downloadable reports give you the flexibility to track and share key metrics with ease.

Real-Time Dashboards
Contractor partners submit monthly social value reports to our chosen tracking system, which populates into easy, real-time dashboards that can be exported any time.
Auditing and Reporting
We evidence-check every social value commitment and conduct quarterly audits to check progress. Clients can export reports and produce case studies at any time.

Driving Sustainability
Project Green is an independent social value initiative, spearheaded by our team and committed to by our partners. Outside of project social value commitments, they voluntarily support local communities to reduce carbon, enhance skills in sustainability, and positively contribute to the wider environment.

The framework team have been invaluable, assisting with several queries and requests which enabled us to get the project up and running against challenging programme deadlines. The social value platform is user friendly and helps to keep track of social value and commercial aspects of the contract. We’ve been really impressed with the service provided by the team.

Frequently Asked Questions
If you can’t find the answer you’re looking for, our team is here to help. The team is happy to talk through any aspect of the framework, process or requirements in more detail.
Can you help build tender packs?
Yes. We support both clients and contractors at tender stage, with expertise in designing tender packs – helping set clear, achievable social value priorities, ensuring commitments reflect local needs, procurement objectives and MAT evaluation criteria. While contractors remain responsible for authoring and delivering their bid responses, our advisory support helps ensure proposals are realistic, measurable and aligned with framework expectations.
How do you monitor Social Value?
Social value delivery is monitored throughout the project lifecycle. Contractors record activity and submit supporting evidence for verification, ensuring outcomes can be quantified and audited. Data is captured through Compliance Chain, which incorporates the UK’s only fully embedded, accredited framework of proxy values, assured by the Institute of Social Value and Social Value International.
What is a proxy measure?
A proxy measure assigns a financial value to a non-financial social value outcome. It enables organisations to quantify activities such as job creation, skills development, wellbeing or environmental improvements in monetary terms, allowing impact to be compared, aggregated and reported consistently.
Does Social Value have an added cost?
No, social value does not have a direct cost to your project. While managing it internally can have costs associated in terms of resource and tools (which we counter-act), contractors foot the cost of delivering social value initiatives. Each initiative then has a ‘proxy value’, which measures the value added back into your community. For example, if your project generates £2m in social value add, this is not a cost in relation to your project budget but instead an added investment into your local area.
How often can I expect social value reports?
We conduct monthly reports and quarterly social value audits throughout project delivery, ensuring clear visibility of progress against contractual commitments. This regular reporting allows clients to track performance, address barriers early, and maintain confidence that social value activity is being delivered as agreed at tender stage.
Are you compliant with the Social Value Act and up to date PPN notices?
Yes. We are a PCR15/PA23 compliant framework and our approach aligns with the requirements of the Social Value Act 2012 and relevant Procurement Policy Notes, including PPN 02, which place greater emphasis on evaluating social value within public sector tenders.
Where do your proxy values come from?
Our proxy values are provided through Compliance Chain and are aligned with HM Treasury Green Book cost-benefit analysis guidance and Cabinet Office Social Return on Investment (SROI) methodology. The platform incorporates the UK’s only fully embedded, accredited framework of proxy values, assured by the Institute of Social Value and Social Value International. Standard Reporting Metrics (SRMs) from the Government’s Social Value Model (PPN 002) are also available within the system to support consistent and compliant reporting.
