Bidding opens for Public Sector North West Contractor Framework

Acting on behalf of their Contracting Authority, Wirral Council, Procure Partnerships Framework has announced the launch of its third-generation North West Contractor Framework, with bidding now open for contractors looking to deliver public sector construction and infrastructure projects across the region.

The third generation North West framework will continue to build on the strong foundation already in place and will run for 4 years alongside its established national contractor framework, and professional services framework.

The existing North West framework has supported 150 projects for 40 public sector clients across the region, ranging from local authorities, education providers, blue light providers, NHS Trusts and housing associations.

The framework will cover construction and infrastructure, and public sector users will have the flexibility to procure works based on established, fixed OH&Ps. Projects can be procured via Two Stage, Single Stage, and Direct Award procedures, with options for both Design and Build and Build Only.

An online market engagement session will take place on the 14th July 2025, offering interested suppliers the opportunity to find out more and provide feedback ahead of the expected tender release in August 2025.

Faye Dolan, Framework Director at Procure Partnerships Framework, said:

“The Procure Partnerships Framework was born in the North West, and our roots in this region remain incredibly strong. Our contractor framework currently supports over 40 public sector clients and has been used to deliver more than 150 capital projects across the North West. Since the framework’s inception, we’ve worked hard to build meaningful relationships with public sector bodies in the region. That trust, both in us and in our contractor partners, has been key to enabling the delivery of such a wide range of capital projects.

As we move into the third generation of the framework, we’re looking forward to continuing that momentum, welcoming both new and returning suppliers to help us support the next phase of public sector investment. The early interest we’ve received is a strong indication of how engaged the market is, and we’re looking forward to hearing directly from suppliers during our July market engagement session.”

Interested contractors can register for the online market engagement session by completing the survey (reference DN774242) within this link. Once completed, contractors will be sent the link to the market engagement session.
