Site Visit: Procure Partnerships Framework Joins Tilbury Douglas At Oldham Old Library

Procure Partnerships Framework Contractor Partners Tilbury Douglas are now on site as the first phase of a major project to restore and reopen Oldham’s historic Old Library begins. The programme of repair and refurbishment works will breathe new life into the grade II listed building and bring it back into public use.

This heritage project was secured via the Procure Partnerships North West Framework with Tilbury Douglas appointed under a two stage call off procedure.

The Oldham Old Library was originally constructed in 1883 meaning that Tilbury Douglas have prioritised the envelope and roof works to prevent further deterioration of the 139-year-old building. It will also include high level demolition and replacement with a new structure to future proof the building. In addition, the façade will be cleaned using specialist treatments and the existing roofs will be retiled and Windows will be repaired and replaced. Internally, the existing plaster moulds will be taken for future replication.

 

Procure Partnerships Frameworks Social Value Manager Elizabeth Lee recently visited the site to learn more about the team’s dedication to social value and giving back to the local community, with an over £3m return on investment predicated over the duration of the project.

With opportunities available for work experience, local employment initiatives ring-fenced to the local people and nearby estates, as well as micro-organisations being incorporated into the day to day, it was a breath of fresh air and exemplary for how Social Value should be prioritised.”
