Public sector procurement and project delivery specialist, Procure Partnerships Framework, has been recognised as one of The Sunday Times Best Places to Work 2025, highlighting its continued commitment to staff development, wellbeing, and workplace culture.
The Liverpool-based organisation, which supports public sector bodies across the UK to procure major public sector projects, achieved an average engagement score of 97% in a nationwide survey carried out by WorkL. All six engagement categories, including Empowerment, Reward and Recognition, and Job Satisfaction, scored above 95%.
Faye Dolan, Framework Director at Procure Partnerships Framework, said:
“This recognition is a proud moment for the entire team. Our people are our greatest asset, and we’ve worked hard to build a place where they feel supported, valued, and part of something meaningful. We’ve never had a member of the team hand in their notice, and I think that says a lot about the culture we’ve created here.
As a procurement organisation working so closely with the public sector, we believe it’s just as important to set high standards internally as it is externally. That’s why we invest heavily in our people, whether it’s supporting colleagues through Masters and PhDs or by funding professional qualifications that help them grow.”
Over the past year, four team members have either graduated or are currently studying for postgraduate degrees, while three others have gained short-course accreditations in areas such as NEC project management and leadership. All managerial roles within the organisation are filled internally, demonstrating a long-standing commitment to growing talent from within.
Staff are also given time and space to take on personal charitable challenges. In 2024, one of the Framework Directors was granted additional leave to complete a 10-day trek across Nepal in support of Alder Hey Children’s Charity. That initiative contributed to over £34,000 raised by the team in the past 18 months, a direct result of empowering staff to pursue causes they care about.
Zoe Thomas, Editor of The Sunday Times Best Places to Work, added:
“The Sunday Times Best Places to Work list is the UK’s biggest survey of employee engagement, compiled in partnership with workplace expert WorkL. Spanning a raft of sectors and located throughout the UK, the organisations in this year’s list range from innovative start-ups with a handful of employees to big multinational corporations staffed by thousands. These organisations know that happy employees are the superpower helping them thrive.”
As a public sector procurement organisation, Procure Partnerships Framework is focused not only on supporting the delivery of construction projects across the UK, but also on creating lasting value—both externally for clients and communities, and internally for the people who make it all happen.
