Procure Partnerships Framework Contractor Partner Morris & Spottiswood has completed a series of refurbishment works at the Claytonbrook Complex for client Greater Manchester Police.
The project was secured via the Procure Partnerships North West Framework.
The aim of the project was to breathe new life into two buildings located within the Claytonbrook Complex, GMP Force Headquarters undertaken in 2 phases. The existing buildings are based upon timeworn and austere designs and therefor the significant improvement works have brought these facilities up to a hgh quality standard providing an improved environment for key staff. The project entailed all building, electrical and mechanical works necessary to adapt, alter and upgrade each building. The project forms part of GMPs wider estates strategy to bring their operational facilities up to modern standards.
The first phase of the project was delayed due to lockdown. However, the second phase was delivered to programme, despite the large number of variations incorporated into the project. The Greater Manchester Police Project Management Team gave credit to Morris & Spottiswood for their excellent communication and delivery by the site-based teams.
Despite the fact Community outreach and engagement was limited during this project due to lockdown and further covid-19 restrictions, Social Value was ensured as the project enabled work experience to two Graduate Trainees, one QS and one Trainee Site Manager. The project maximised use of local contractors, with over 70% of all subcontracted works delivered by contractors based within a 40-mile radius of the site. Morris & Spottiswood also ensured effective Waste Management, with 98% of all waste being diverted from landfill.
With the project being undertaken in a 24/7 live, high security facility Project and Site Managers worked closely with GMP Project Manager at all times, undertaking daily meetings to ensure minimal disruption to the facility and ensuring business continuity for GMP throughout the duration of the project. Their commitment to effective communication with staff, client project managers and client direct contractors was the key to the success of this project, ensuring all stakeholders were aware of what was happening and when and that works were coordinated in a streamlined manner.
This project commenced before the Covid-19 outbreak, and it is a credit to the Morris & Spottiswood teams that once works had recommenced post lockdown they implemented highly effective safe working practices to ensure the safety of both our own and GMP staff. Strict temperature checking, social distancing and cleaning regimes were implemented across the site and all staff were required to wear 7-point PPE. Project specific induction training was delivered to all staff and subcontractors and regular COVID-19 Safety Audits were undertaken remotely by our HSQE team. These strict protocols ensured that there was zero covid incidents on site across the duration of both phases of the project.
