Danaher & Walsh transformed Waltham Cross High Street for the Borough of Broxbourne Council, delivering £9.8m of public realm improvements including new pedestrian crossings, streetscaping and gardens

Procured via the Procure Partnerships Framework
The Waltham Cross Public Realm Scheme involved the comprehensive transformation of the town centre to improve safety, accessibility, and overall appearance. The works, completed by contractor partner Danaher & Walsh on behalf of the Borough of Broxbourne Council, included the removal of the outdated pedestrian underpass at Monarchs Way and its replacement with two new street-level pedestrian crossings.
This project was procured via the Procure Partnerships East of England Framework Under a Two Stage (Express) procedure, Similar to a traditional two-stage process, but with an accelerated timeline for projects that need early contractor input and faster progression to award.
A high street rebuilt from the ground up
The project also delivered extensive public realm and highways enhancements across the High Street, including new paving and kerbing, upgraded drainage, modern street lighting and street furniture, high street parking improvements, rain gardens and planting, alongside associated utility diversions, new power supplies and manhole installations, all delivered within a live town centre environment.
This project helped to enhance Hertfordshire’s historic character while introducing modern, functional public realm features.




A complex scheme, carefully managed
The primary objective was to improve safety, accessibility and overall appeal, supporting economic regeneration and creating a more welcoming environment for residents, visitors and businesses.
It was a complex scheme with many stakeholders to manage, including retailers, businesses, residents and shoppers. With many hidden services, a bus station and proximity to the M25 also having to be taken into account.
Leaving a lasting legacy
Alongside the physical transformation of Waltham Cross town centre, Danaher & Walsh delivered a programme of social value activity under their ‘Engineered for Good’ commitment, achieving £3.4 million in social value add across the project.
Working in the heart of the local community, the team supported Appleby Cottage CIC, a nearby animal-assisted therapy provider, by constructing an accessible hard-standing paddock area, enabling clients with walking aids to participate in therapy sessions alongside their peers year-round.
Danaher & Walsh staff also gave their time to inspire the next generation, attending careers events at both St Mary’s School and Haileybury Turnford School, where they conducted mock interviews and spoke with students about career opportunities in civil engineering and construction.
