Surrey County Council relocated some of its services into Victoria Gate as part of a wider strategy to create a more efficient, sustainable and modern working environment. Neilcott delivered Phase 2 of the works, completing the full fit-out and refurbishment of the building to support the council’s operational and sustainability objectives.

 

The project was delivered under a JCT Design & Build contract, with Neilcott appointed via the Procure Partnerships South East Framework using the single-stage call-off method.

A workplace built for the future

The completed Victoria Gate fit-out gives Surrey County Council a modern, accessible base from which to deliver its services to residents across the county. Accessibility was a core priority throughout, from the new external ramp to internal improvements across the building, ensuring the space works for staff and visitors alike.

 

The project also supports the council’s sustainability commitments, with the consolidation of services into a single, refurbished building reducing its overall property footprint.

Financial Due-Dilligence

As part of our financial due diligence checks, we actively monitor supplier payment practices.

Using fair payment as a KPI, we track that suppliers are paying invoices within 30 days, helping to identify potential solvency issues or payment delays early.

 

The Procurement Policy Note 018 (PPN 018) requires suppliers to pay 95% of invoices within 60 days (90% with an action plan), our approach safeguards programme continuity and ensures invoices are paid within 30 days, a month ahead of the national policy expectations.

Strict Performance Standards

The framework enforces rigorous performance standards, with all KPIs benchmarked against an 80% threshold. Metrics like cost variance, programme adherence, and accident-free weeks provide quantitative insight, while client satisfaction surveys capture qualitative feedback.
