Neilcott Construction has completed the new T-Levels Building at London Design & Engineering UTC, a three-storey facility adjacent to the University of East London Docklands Campus that expands the college’s teaching and workshop spaces for the next generation of talent.

Procured via the Procure Partnerships Framework
The new building sits alongside the existing LDE UTC building creating a compact central square between the two and a focal point for the growing industrial and research community
The T-Levels Building is the first new building at LDE UTC since the original college completed in 2018, and marks a significant expansion of the college’s capacity to deliver technically oriented education to 14–19 year olds in Newham.
Designed for the future built for Newham
The building adopts a Fabric First approach, with a high-performing envelope aligned to both Department for Education and local authority sustainability criteria. It has also been designed for future flexibility, allowing the building to be easily adapted to meet the UTC’s evolving needs over time.
The new facility frees up space within the existing college building for enhanced community programming and public events, extending the UTC’s reach beyond its student population and into the wider Newham community.






Purpose-built spaces for technical education
The building was co-designed with employer partners to meet the demands of the modern workforce, with cutting-edge technical equipment and industry-standard spaces throughout. The ground floor workshop was designed to accommodate large equipment and machinery, while the upper two floors host a range of curriculum activities.

Open frontages on both buildings act as public-facing shop fronts, inviting the community to engage with the engineering and teaching activities taking place inside, while the landscaping was carefully matched to the existing UTC’s material palette to create a cohesive feel

Procured through the Procure Partnerships London Framework, Neilcott Construction’s T-Levels Building gives LDE UTC the specialist space it needs to grow — opening new opportunities for young people in Newham and strengthening the Royal Docks as a hub for technical education and innovation.
