Procure Partnerships Framework is proud to announce Stepnell have completed Millpond House, a new facility providing temporary accommodation in Kidderminster.
Procured by Procure Partnerships Framework
Developed in partnership with Wyre Forest District Council, MAKE Developments, Hive Projects, and WT Partnerships, the building offers 20 modern residential units designed to support individuals and families as they transition to permanent housing. The scheme was procured via Procure Partnerships West Midlands Framework, using a two-stage procurement route.
A community development
Stepnell served as the main construction partner, bringing their expertise in delivering high-quality community-focused developments.
Millpond House reflects a collaborative approach to community development, with local organisations and young artists contributing artwork displayed on site hoardings during construction. The first residents are expected to move in soon, marking a significant milestone in Wyre Forest District Council’s ongoing commitment to addressing housing needs.

We are delighted to have supported Wyre District Council in procuring this vital scheme. Social value was a key performance indicator of the scheme. Through ongoing monitoring via the framework’s social value tool, Stepnell tracked their social value performance throughout the project and upon completion, generated 63% social value add, with substantial contributions to the local community in volunteering, training opportunities, and mentoring.
