Procure Via the Procure Partnerships Framework
Contractor Partners Cawarden were appointed by Bath and North East Somerset Council to deliver Phase 1 of the demolition of the L111 Midland Road Depot, a former industrial site containing redundant buildings and identified asbestos containing materials requiring safe management.
The works comprised the safe removal of asbestos, followed by progressive demolition of the buildings down to slab level. Completed in February 2026, the project removed potential health and safety risks associated with the disused site and enabled Bath and North East Somerset Council to progress their plans for the site’s future use.
From Appointment to Site, Fast
The project was procured via the Procure Partnerships South West Demolition Framework under a Single-Stage Call-Off Method.
Cawarden noted that this route to market gave them confidence, enabling them to allocate the appropriate internal resources to the tender process and submit a detailed, competitive bid.
Once instructed, Cawarden was able to mobilise quickly in line with framework regulations, reducing risk, improving programme certainty, and allowing them to work collaboratively to meet the council’s challenging deadlines.

Planning for a Complex Site
The project required a thorough and well structured pre-construction phase, given the number of site constraints involved. Situated on a busy urban site, the team had to manage proximity to residential properties, neighbouring commercial premises, public highways, and shared access routes from the outset.
Pre-construction activities included submission of the Section 80 Demolition Notice, highways applications to facilitate pavement closures and establish demolition exclusion zones along Midland Road and Upper Bristol Road, and a full suite of surveys covering asbestos, demolition, waste, drainage, dilapidation, and environmental monitoring. Stakeholder engagement was a priority throughout, with neighbouring properties kept informed before and during the project.

Safe Demolition in a Live Urban Environment
The works were delivered using a phased and controlled demolition approach, carefully sequenced to maintain structural stability and minimise risk to the public and surrounding stakeholders.
Works commenced with asbestos removal and internal soft strip activities, followed by progressive demolition in a defined sequence. Hand demolition methods were used in areas close to public boundaries along Midland Road, with mechanical demolition undertaken elsewhere using a 20-tonne machine. Roof and elevation elements were removed in a controlled bay-by-bay manner throughout.
Environmental and safety management was embedded into every stage of delivery, with dust suppression measures, a three-tier exclusion zone system, a detailed traffic management plan, and daily inspections, pre-start briefings, and toolbox talks, short informal presentations designed to reinforce specific health, safety, or environmental topics, in place throughout.
Demolition arisings were segregated on site to maximise recycling, with materials processed and removed in planned waste streams.
Exceeding Social Value Commitments
Despite a tight programme, Cawarden delivered social value outcomes that exceeded their pre-agreed commitments across every metric, independently audited and validated by Procure Partnerships Framework.

A Strong Start on the Framework
This project marked Cawarden’s first appointment through the Procure Partnerships Framework, setting a strong benchmark for what’s to come.
