Yes. The framework was procured in accordance with the Public Contracts Regulations 2015. Under the transitional provisions of the Procurement Act 2023, frameworks established under PCR 2015 remain fully compliant and legally valid for use for the duration of their term, providing a safe route to market.

Yes. Once the Access Agreement has been completed, you can use any of our frameworks. To obtain a copy of the Access Agreement and sign via Docusign, please contact info@procurepartnerships.co.uk

There are no membership fees to access the framework, and no additional costs for any service provided by the framework. There is a framework levy paid only by the supplier which takes a small percentage of the project value and varies depending on the value of the project. Please note:

  • It does not affect project budgets as a separate cost line
  • It does not require client-side payment handling
  • There are no invoices to the client

How we guarantee value for money

Yes, this is at the discretion of the multi-disciplinary lead consultant, but it can never be dialled up to be higher than their tendered fee, regardless of the number of sub-consultants they are managing.

Our team is accredited in MCIPS, NEC and provides dedicated operational support. Drawing on extensive backgrounds in both contractor and professional services sectors, we can offer a unique insight into private sector procurement challenges. As a result, this has enabled us to create a structured, flexible framework that delivers exceptional value for money and drives efficient, cost-effective solutions.

The Procure Partnerships Framework team provides end-to-end procurement and commercial support for organisations with limited internal resource, acting as an extension of the client’s procurement function. Support includes market engagement, tender preparation and issue, management of clarifications and evaluations, and compliance oversight, with post-award performance monitored through Compliance Chain, including financial and supply chain health and enforcement via a penalty points system. The framework offers multiple compliant call-off routes, including single-stage, two-stage (including express), and direct award, all structured to ensure fairness, transparency, and regulatory compliance. The team provides guidance, documentation, supplier management, and publication of all required notices, enabling efficient, legally compliant, and risk-managed procurement and contract award.

The framework positively impacts local and regional economies through its division into regional lots, ensuring that contractors, consultants, and their supply chains are local to the project area, supporting regional economic growth and employment. Delivery through local supply chains within a 30-mile radius of project sites are benchmarked and monitored as key performance indicators within the framework’s social value and procurement strategy. Projects routinely surpass minimum targets for local employment and SME inclusion, contributing meaningfully to workforce development and local business sustainability. In 2024/25, the framework generated £117 million in local supply chain spend, created 398 jobs, and supported 2,442 weeks of apprenticeships. Aligning with government priorities, the framework actively promotes procurement opportunities for local SMEs, apprenticeship programmes, and social enterprises, to drive regional prosperity.

Commercial, Contractual, & Technical Flexibility

We can advise on the right call off and contract option for your project. With up to 8 forms of contract to choose from, we can also support with suggesting amendments, sense checking cost plans, and much more.

Financial Due-Dilligence

As part of our financial due diligence checks, we actively monitor supplier payment practices.

Using fair payment as a KPI, we track that suppliers are paying invoices within 30 days, helping to identify potential solvency issues or payment delays early.

 

The Procurement Policy Note 018 (PPN 018) requires suppliers to pay 95% of invoices within 60 days (90% with an action plan), our approach safeguards programme continuity and ensures invoices are paid within 30 days, a month ahead of the national policy expectations.

At Procure Partnerships Framework, performance management is embedded at both project and framework level, with pre-established KPIs spanning Cost, Time, Health & Safety, Sustainability, Fair Payment, and Client Satisfaction. Contractors report monthly via a secure cloud-based platform, providing real-time data across all live projects. This continuous monitoring allows us to identify emerging risks early, intervene proactively, and ensure that corrective action is applied consistently across the portfolio.

We mandate a minimum of 12% social value add on every project, with our contractor partners achieving an average of 62% social value add. Contractors are permitted to report on social value monthly, with all evidence being verified by a Social Value Advisor. Strict Performance Standards

The framework enforces rigorous performance standards, with all KPIs benchmarked against an 80% threshold. Metrics like cost variance, programme adherence, and accident-free weeks provide quantitative insight, while client satisfaction surveys capture qualitative feedback. In addition, we mandate that pre-construction remains transparent and open book, ensuring contractors provide a minimum of 3 quotes on all packages.

Accountability

Social value is not an afterthought, but a contractual requirement across every framework project. We mandate a minimum of 12% social value add (SVA) on all projects, though our contractor partners consistently exceed this, delivering an average of 62% SVA, equating to £144.7 million in the last year alone.

Real-Time Dashboards
