As we continue with our Procure Partnerships Framework spotlight series we journey down South to introduce Key Account Manager Phil Osborne. With over 30 Years of national construction experience Phil became one of the earliest team members to assist the Procure Partnerships Framework team in 2018, originally in the development of the North West Regions and then moving into the London and South East Regions once the framework was rolled out Nationally in August 2019.
How would you describe your role?
“My role as Key Account Manager is focussed on supporting the public sector clients to achieve their preferred route to market to ensure that they are able to achieve the value for money that they require and working closely with our suppliers in terms of contractors and professional services companies”.
What areas do you cover and why do you like being Key Account Manager of those regions?
“I cover the London and South East Regions which covers all the London Boroughs and the main counties of Kent, Sussex, Hampshire, Surrey, Oxfordshire, Berkshire and Buckinghamshire which means there is a lot of variety in terms of project and procurement needs across the NHS, Local Authorities, Blue Light and Higher Education. One of the most pleasing aspect of my role has been growing the business as a new and first-generation framework offering and delivering on the gap in the market that existed where no other framework could supply a full offering across all call off options, forms of contract and with the level of technical expertise and project delivery support that we have. I enjoy the varied nature of my role, working with clients and their multidisciplinary teams, including engineers and designers, to solve complex challenges and pushing the boundaries on project delivery”.
Since Procure Partnerships Framework went National in 2019 London and the South East have been two of our busiest Regions, who are some of the existing framework users?
“Some of the existing framework users who are repeat clients in London include Camden & Islington NHS Trust, Dartford & Gravesham NHS Trust, Guys and St Thomas NHS Trust, London borough Greenwich, London borough Hackney, London borough Redbridge, London borough Waltham Forest, North East London Foundation Trust, NHS Property Services, Oxleas NHS Trust and One Housing Group. In the South East some of my clients include Brighton & Hove City Council, DEFRA, Oxford University Hospitals Trust, Portsmouth City Council, Royal Berkshire NHS Trust, Southampton University and Science Park and Surrey County Council”.
Considering the impressive clients in your regions what are your top three progressing / completed projects?
1. The Bracknell Healthspace Berkshire and Surrey Pathology Services BSPS Covid-19 Lighthouse Testing Facility: “Working closely with Royal Berkshire NHS Foundation Trust to ensure they selected their most suitable contractor partner Morgan Sindall/Overbury. This was a fast track programme due to the urgency of the pandemic, and major design changes had to be accommodated during the construction phase to keep up with the fast-paced environment. As well as increasing testing capacity, the new laboratory will help shape the future and create hundreds of jobs in the local community. It has been a tremendous achievement and one that we have been proud to be part of”.
2. Guys and St Thomas’s Teenage Young Adult Cancer Ward: “This project includes the large relocation of the 3 existing Cancer Wards, incorporating a specialist Teenage & Young Adult unit. This is one of my selected projects not only for the reason that it is required in the fight against cancer but because this was one of a number of projects we have been asked by Guys and St Thomas to look at on both the sites”.
3. Surrey County Council Capital Build Programme: “Procure Partnerships Framework are involved in the procurement of contractor services across 11 sites in Surrey for the Looked After and Adopted Children Strategy. Surrey County Council is continuing its significant programme of change and improvement which will help secure the very best outcomes for the residents of Surrey. Not only are Surrey changing the way they want to deliver services, they are also undertaking substantial capital investment which will make a real difference for the residents that the Council serves and for that reason I am delighted to be involved. Delivery of these schemes will contribute to this vision by focussing on vulnerable individuals who without support from those services would be left behind and experience difficulty accessing key services”.
Procure Partnerships Framework continues to go from strength to strength so what project do you hope to work on in the future?
“Procure Partnerships Framework is pushing boundaries when it comes to procurement and changes in procurement offering clients the most efficient and beneficial way to procure contractors and Professional Services, project delivery support, technical advice, sustainability and modern methods of construction! I would like to help shape the London and South East towns and cities and deliver projects in line with the Social Value Act where we drive and monitor social impact with each project creating at least 12% of its GMP vale in additional social benefit”.
With over 30 Years experience what advice would you give to the next generation of talent hoping to pursue a career in the industry?
“Resilience, patience, focus and an eagerness to get stuck in, while being a strong communicator at all levels. As construction is changing at pace, it’s important to be able to wear different hats in order to manage the requirements of the client, supply chain and teams on site. We’re increasingly becoming a data-driven sector, which opens up exciting career opportunities for people with digital skills”.
Outside of work what are some of your hobbies and interest?
“I enjoy walking, cycling, SUP Paddle Boarding and playing golf in my free time I have played some magnificent courses and met so many great people; I have been a Director of my local golf club and enjoyed the last open held at Royal Liverpool GC. I am Married with a Daughter and Step-Daughter and I am very much looking forward to the next stage of their lives and helping them”.
“Many people will not know that before my construction career I qualified as a Bachelor of Engineering in Mining Engineer and worked as a Pre-University Student in South Africa in the Western Transvaal Gold Mines, Rustenburg Platiunim Mines and Antimony Mines in Lebowa Northern Transvaal, attended the Camborne School of Mines, Cornwall and did an Industrial Placement with De Beers in Kimberley, Northern Cape Province on their Diamond Mines in Kimberley and Finsch Mine”.
